How do you find the balance between financial sustainability and social ambition?

Municipalities are facing increasingly complex choices. Social challenges demand ambition, while financial capacity and the ability to deliver are not a given. How do you stay on course in times of budget constraints and major transitions? What choices are needed to balance responsibilities, resources and ambitions? And how do you weigh financial realism against societal urgency? These questions were central during the Regional Municipal Finance Conference 2026, themed: Investing in Tomorrow: Navigating Between Financial Sustainability and Social Ambition.

More than 230 financial experts gathered at Gooiland Events in Hilversum for an interactive programme focused on the future of municipal finance. The plenary programme consisted of two parts, in which a range of experts shared their perspectives on how societal ambitions can be realised in a financially sustainable way.

Alongside the plenary sessions, there was ample opportunity for in-depth discussion and connection. During eleven interactive workshops, participants engaged in two rounds of conversations with each other and with experts about current challenges, practical dilemmas and possible solutions. The result was a programme where knowledge sharing, interaction and networking came together to create a valuable and inspiring experience.
